About Ryan

Ryan is a lifelong Yolo County resident who loves his community and wants to serve.  He is a dedicated candidate for Yolo County Judge, committed to treating everyone who appears before him with compassion and respect, upholding the rule of law, and ensuring that every litigant has their opportunity to be heard. With years of experience as a judicial officer, presiding over family law cases in the Sacramento County Superior Court, Ryan is well prepared to serve the community he calls home.

A Proven Track Record

I’ve spent my legal career dedicated to public service. Starting in law school, I interned at Legal Services of Northern California and at a county-level public defender office, and participated in Berkeley Law’s Death Penalty Clinic. As a lawyer, I spent a decade in appellate and post-conviction litigation, utilizing and developing my legal expertise while gaining a deep and broad understanding of criminal law, before becoming a deputy attorney general and gaining extensive experience in civil litigation.

As a member of the Capital Habeas Unit of the Federal Defender’s Office for the Central District of California, I dealt with all the procedural rules and legal doctrines that make federal habeas proceedings infamously complex, including exhaustion, procedural default, the deference federal courts owe to state courts, and retroactivity. I also studied the details of California’s post-conviction process, both because I drafted and filed state habeas petitions (to exhaust newly discovered claims) and because state procedural rules are relevant to issues that arise back in federal court.

Throughout my career I have taken deep dives into a large variety of complicated criminal law and constitutional issues; this includes racial discrimination in jury selection, expert witnesses and hearsay, mental health and competency, the right to an unbiased jury, courtroom security measures, and many more. Much of this experience comes from my work at the Office of the State Public Defender handling direct appeals in the California Supreme Court. I became a public defender because I have a very deeply-held conviction that every person deserves a level of compassion that isn’t earned and can’t be forfeited. As a deputy attorney general with the Government Law Section of California’s Department of Justice, I worked on a wide variety of complex cases concerning election, housing, fiscal, and regulatory issues.  I also did a tremendous amount of work on Second Amendment issues, helping to ensure that California’s firearm restrictions are appropriate, in keeping with public safety, and are lawful. 

As a Court Commissioner, I already do the work of a judge. I’ve been through the same judicial training that all new judges and commissioners receive, including New Judge Orientation and Judicial College. I know how to manage a courtroom efficiently. I know how to interact with litigants, including those who are self-represented, to ensure they have the opportunity to be heard. I know how to prepare for a calendar and to handle the matters before me efficiently, fairly, and in keeping with the rule of law. These experiences have given me: a deep understanding of family, criminal, and civil law; strong respect for the rule of law; and a commitment to ensuring every person in court is treated with compassion, dignity, and respect.

Deep Yolo County Roots

I’ve called Yolo County home for 40 years. I grew up in Davis, attended local public schools from kindergarten through high school, married a lifelong Davis resident, and returned here to build my career and raise my family. My parents were longtime educators, at public schools in Davis and Woodland, and at UC Davis. My wife is now an elementary school teacher at Patwin Elementary, and we’re proud to raise our daughters in the same wonderful community that gave so much to us.

Community service has always been central to my life. I’ve served as President of the Davis Schools Foundation, helping raise funds to support local classrooms and teachers, and worked on school parcel taxes to strengthen our district. I also served on the City of Davis Human Relations Commission, as a community panelist for Yolo County’s Neighborhood Court restorative justice program, and on the Citizens’ Oversight Committee for Davis school parcel taxes. These experiences have deepened my appreciation for the people and values that make Yolo County such a special place to live and serve.
